Bishop is the overseer, the same office as the elder.
If anyone aspires to the office of overseer, he desires a noble task.
Bishop translates overseer. Paul tells Timothy that whoever aspires to the office of overseer desires a noble task, then lists the life required: above reproach, husband of one wife, sober-minded, hospitable, able to teach, not a drunkard, not violent, not a lover of money, managing his household well. In Titus he uses elder and overseer in one charge. Peter tells the elders to shepherd the flock, exercising oversight. The presbyter is the elder. The bishop is not a later rank above him in these letters. The church is to appoint qualified men, not to invent a ladder the apostles did not write.
