The ephod is the priest’s garment that carries the names and the breastpiece.

The ephod is the outer garment of the high priest, gold and colored yarns and linen, with two shoulder pieces. Two onyx stones on the shoulders are engraved with the names of the sons of Israel, six on each. Aaron bears their names before the Lord on his two shoulders for remembrance. The breastpiece is fastened to the ephod. Later the word is also used for a linen ephod worn by Samuel and by David, and for Gideon’s false ephod that became a snare. The garment of remembrance is not a charm.
