Government on His Shoulder is Isaiah’s picture of who actually carries the rule.
For to us a child is born, to us a son is given;
and the government shall be upon His shoulder.
His name shall be called Wonderful Counselor, Mighty God, Everlasting Father, Prince of Peace.
Of the increase of His government and of peace there will be no end,
on the throne of David.
The key is not in a committee.
It is on a shoulder that can bear it.
Shoulder in Scripture is where a burden sits and where a priest wore the names of Israel on the ephod. Isaiah puts the mishpat of rule—the government, the dominion—on the Child’s shoulder before he lists the names. The world loads kings until they break. This Son is given, and the load does not crush Him. Increase without end means the government grows; it does not expire at a border or a death.
David’s throne is the promised seat. Gabriel told Mary the Lord God would give Him that throne, and of His kingdom there would be no end. All authority in heaven and on earth has been given to Me is the risen form of the sentence. The key of the house of David I will lay on His shoulder, Isaiah said of Eliakim as a type; Revelation puts the keys and the open door in the Holy One’s hand. He bears the government the way He bore the cross—on Him, not offloaded onto the flock. The church confesses Him as Lord now. The nations will learn it when every knee bows. Until then the shoulder does not slump.

He has the key of David. He opens and no one shuts.
The zeal of the Lord of hosts will do this.
Do not try to carry what He already shoulders. Confess the Child as King. Disciple the nations under the authority already given. The load is on Him. The increase will not stop. Peace rides with the government.
